Miodrag Pavlović
Mr. Pavlović has been a partner at Certus Consulting since the establishment in 2004. Mr. Pavlović took part in numerous successfully implemented projects for domestic and foreign clients. He is specialized in public finance and budget management processes, project management, feasibility studies, restructuring and privatization, business plans, tax optimization, and other economic and financial consulting. He started his professional career at the Payment Operations Administration (SDK) in Pančevo, working on inspection and monitoring assignments, then moving to position of the Deputy Director for Payment Operations, and finally to position of the General Director of SDK in Pančevo, where he remained until 1992. Between 1992 and 1994 he worked in capacity of Deputy General Manager of the Public Revenues Administration of the Republic of Serbia in Belgrade. In the period from 1994 to 2004 he was the Assistant Minister of Finance in the Government of the Republic of Serbia, where he worked on the public finance reform and preparation and adoption of the budget of the Republic of Serbia and local government budgets and took part in drafting and passing of the public finance legislation. While working in capacity of the Assistant Minister of Finance he was also the president of the Managing Board of the Flight Control Administration of Serbia and Montenegro and lecturer at the Law School of Belgrade University, teaching a specialist postgraduate course (Preparation and Adoption of the Budget of the Republic of Serbia and Local Government Budgets). Miodrag Pavlović graduated from the Faculty of Economics in Belgrade, Department of Economic Policy and Planning.
Stefan Lazović
As the director of the Certus Consulting, Stefan is responsible for communication with domestic and foreign clients. In addition to preparing “due diligence” reports on investment projects, he specializes in real estate, banking and tax law. He previously worked at the National mortgage insurance corporation, on the analysis of real estate offered as collateral for housing loans of all banks in Serbia, including the analysis of documentation on project financing. He also worked at the Central registry of compulsory social insurance, where he was in charge of giving opinions to taxpayers regarding the legal consequences of applying for compulsory social insurance. He did his internship at the Commercial court in Belgrade, as well as in one of the law offices in Belgrade. He graduated from the Faculty of Law, University of Belgrade, and passed the bar exam. He has completed two specializations as a tax advisor and holds a certificate in Legal English.
Mr Aleksandar Ilić
As a Senior Advisor at Certus Consulting, Mr. Ilić is managing numerous projects for domestic and foreign clients, organizing the projects and developing relations with clients. He is specialized in macroeconomic and sector analysis, as well as analysis of operation of companies and financial institutions, development of business plans, equity valuation, and development of strategies and other economic and financial studies. Before Certus Consulting Mr. Ilić worked at the cabinet of the Deputy Prime Minister of Serbia, where he was in charge of macroeconomic analysis, economic development, preparation of strategic documents, implementation of adopted strategies, and cooperation with international financial institutions. Prior to that, Mr. Ilić worked at the Ministry of Finance, where he was in charge of macroeconomic and fiscal analysis. Aleksandar graduated and took his master degree from the Faculty of Economic in Belgrade, and published a number of research papers and articles. He is engaged on its PhD studies at Saint Petersburg Mining University.
Zorica Pavlović
As a lawyer, Mrs. Pavlović participated on numerous successful projects for domestic and foreign clients. She has a rich experience of leading and managing different bodies at the Ministry of Health care and insurance, working as an Assistant of the Minister - she participated in legislation changes in order to create the first national Medicines and Medical Devices Agency of Serbia (drafting of the Law on Medicines and Medical Devices and a large number of bylaws for the implementation of that law). Areas of expertise include project management, health care system, health insurance, medicines and medical devices, food, dietary supplements, general use and other, local and international cooperation and tax advice. Mrs. Pavlović participated in various M & A projects and subsidies projects for agricultural farms. On Certus request, she performed detailed analysis of national health legislation, as well as EU legislation, in order to attract foreign investors, especially in the field of medicines and pharmacy, including analysis of the EU Commission report on Serbia's progress in harmonization with EU legislation, analysis of regulations in the field of payment services, etc. In the conditions of the Covida-19 pandemic, she monitors and analyzes the national policies of the surrounding countries, as well as EU regulatory bodies, in eliminating the consequences of the pandemic on the health system. Zorica graduated and took her master degree from the Faculty of Law in Belgrade.
Marko Milenković
Мr. Milenković is employed at the position of IT Assistant at Certus Consulting, in charge of administration and maintenance of the network, selection of IT equipment, installation, management and maintenance. He is responsible for the administration of the system, including configuration of mail servers, data servers, print servers, and protection. He is providing IT and other technical support to employees and clients in realization of specific projects. Мr. Milenković possesses adequate certifications and expertise in the field of IT.
